Building Weather, Water and Climate Services for Energy: WMO ENANDES Convenes Experts from Across Latin America in Asunción

 

Asunción, Paraguay, 24–28 November 2025 

 The World Meteorological Organization (WMO), through its Regional Office for the Americas (RAM) and the ENANDES project, hosted the first in-person regional workshop on hydro-meteorological services for the energy sector and the Water–Energy–Food–Ecosystem Nexus for Spanish-speaking countries in Central and South America. 

The event brought together more than 20 participants from Chile, Peru, Argentina, Ecuador, Paraguay, Uruguay, Cuba, Costa Rica and Panama, with additional online participation from Colombia and Mexico. Representatives included experts from National Meteorological and Hydrological Services (NMHSs), ITAIPU Binacional, Chile’s Ministry of Energy, Universidad Diego Portales (Chile), Universidad de la República (Uruguay), CIIFEN, CRC-SAS, INPE, the Copernicus Energy Hub and the Japan International Cooperation Agency (JICA). 

 

Purpose of the Workshop 

The workshop aimed to strengthen weather, water and climate services for the energy sector and the broader Water-Energy-Food-Ecosystem nexus, while enhancing the capacity of NMHSs to develop tailored services that support climate-resilient energy planning. 

 

A Three-Part Programme 

  1. Knowledge Exchange and Country Presentations
    Participants presented ongoing and planned activities, including work under ENANDES, CREWS-Cuba and other regional initiatives. They shared best practices, institutional challenges and capacity needs, creating a foundation for identifying opportunities and fostering stronger regional collaboration.
  2. Participatory Gap Analysis and Priority Setting
    Interactive sessions – using methods such as brainstorming, prioritisation exercises and future back-casting –  helped identify national and regional gaps in the climate services value chain for the energy and nexus sectors. These discussions contributed to outlining the core elements of a future Climate Services Toolkit (CST), to be developed under ENANDES and ENANDES+ in alignment with the Global Framework for Climate Services and other WMO initiatives.
  3. Hands-On Technical Training
    Participants engaged in practical exercises using tools and demonstration projects developed within ENANDES and across WMO. Training included the application of open-source codes for estimating solar radiation, modelling evaporation in water reservoirs with floating solar technologies, and generating high-resolution wind and solar renewable resource atlases.

 

A Regional Milestone 

The workshop represented an important step forward for the region, consolidating a technical dialogue and strengthening national and regional capacities  to deliver climate services that empower NMHSs, governments and public institutions in energy planning and management. 

The participatory and practical approach used during the workshop can be adapted and replicated in other regions, offering a strategic model for long-term planning in the Water–Energy–Food–Ecosystem Nexus and energy services. 

The workshop was delivered under the ENANDES and ENANDES+ projects: WMO-led initiatives funded by the Adaptation Fund and the Swiss Agency for Development and Cooperation, aimed at increasing resilience to climate variability and change in the Andean region.
