National Renewable Energy Atlases for Wind, Solar and Hydropower – WMO Implementation Guidelines

The World Meteorological Organization (WMO) has released a new technical user manual to support countries in developing high-resolution National Renewable Energy Atlases (NRAs) for wind, solar and hydropower. 

The publication provides step-by-step guidance for National Meteorological and Hydrological Services (NMHSs) and national energy stakeholders to produce renewable energy atlases using historical data, observations and climate projections. It introduces a scalable technical framework designed to improve the accuracy of renewable energy resource assessments at local and regional scales. 

Developed in response to needs identified in the WMO global energy survey (2022–2023), the initiative aims to strengthen national energy planning, enhance renewable resource management and support progress toward net-zero emissions and Sustainable Development Goal 7. 

The methodology, tools and training materials are available through the WMO Energy and Meteorology Portal, supporting countries in building and maintaining high-resolution national renewable energy atlases.
